Trescal is a global specialist in calibration and measurement services, operating across more than 30 countries with approximately 6,900 employees. The organization is continuously expanding, typically completing 10 to 15 acquisitions each year. Each country is responsible for its own operating environment, meaning the central Microsoft 365 IT team – based in France – had to balance the requirements for local autonomy with the need to enforce consistency, control, and operational speed.
Historically Trescal’s central four-person IT team used PowerShell scripts to consistently manage mailbox creation, policy, and configuration in line with the company’s standards. The script worked well, but it could not safely be handed over to every regional IT team.
As Philippe Redor, Group IT Infrastructure Director at Trescal, explained, “We had a PowerShell script. It could do everything we wanted. But we couldn’t give it to the regional teams, and we managed the process centrally for every country.”
The issue was not the script, or the regional teams. It was the lack of enforceable guardrails in Microsoft 365. That created operational bottlenecks. A mailbox request from Brazil, the United States, or any other country had to wait for the team in France. Tasks that should have been able to be handled by approximately 35 support team members around the world remained concentrated in the hands of four central administrators.
Reporting was another challenge. Running meaningful tenant queries through native Microsoft APIs could take most of a working day, which meant visibility was limited and reporting was not performed as regularly as needed.
Trescal evaluated solutions in early 2022 and ran a proof of concept with CoreView. The team concluded that CoreView directly addressed the core problem: how to give regional IT teams real autonomy while maintaining central governance and control.

The most important outcome for Trescal is self-sufficiency. Regional IT teams no longer need to send routine provisioning requests to France and wait for the central team to act. They can complete day-to-day Microsoft 365 tasks themselves, within defined and enforced boundaries. This significantly reduces the operational load on the four-person group IT team.
Instead of carrying out individual tasks for every country, the central team can focus on governance, security, process design, and oversight. CoreView allows the organization to preserve a single approved provisioning process while distributing the work globally. Approximately 90% of provisioning tasks have moved to local teams, reducing the central workload, accelerating service delivery, and keeping licensing costs under control.
Trescal chose CoreView because it solved a problem Microsoft 365 could not address natively: precise, enforceable delegation inside a complex tenant.
CoreView provided the segmentation, automation, reporting, and governance Trescal needed to decentralize safely. It turned Microsoft 365 administration from a centralized bottleneck into a governed global operating model.
